Overview
The Hunter Association is a non-governmental organization. It is responsible for the testing and licensing of “Hunters.” Hunters are individuals who have proven themselves through an extremely thorough exam. Those that passed are considered elite members of humanity. On passing the Hunter Exam, the applicant is reward with a license to go almost anywhere in the world and able to do almost anything. Usually, Hunters devote themselves in a single profession. Some hunters devote themselves to tracking priceless items or hunting monsters for example.

Hunter Association has been for nearly 15 generations. The current chairman is the 14th. Originally, the association invented previously for hunting rare items with a handful of elite members. The group began to expand over time and became more famous. As their members accumulated so did their influence. Governments from all over the world wanted them for themselves. This caused a conflict of interest and a power struggle, from within the group and the government. The group leader eventually made a compromise with the governments. They help each country but not belong to any country. No member can be forced to join a nation after becoming a member. Over time, the rules have shifted around and they begin gaining funds from each country and from donors. Subsequently, they generated too many members and too fast. So, the Hunter Exam was necessitated. Primarily, the exam was not hard, and then it became too hard. After years of trial and error, they polish up the exam so only those who considered truly elite of humanity could pass.
Profession
A Hunter job is not only those who hunt treasures and hunting animals. There’s hunters who dedicate their lives to the protection of knowledge, people, and nature. These hunters must preserve cultural precious items or a special species of animals, rare plants that they discover. Additionally, they can arrest criminals and in some rare cases, other Hunters who committed heinous crimes.

Ranking:
- Chairman: The leader of the Hunter Association. He or she holds the most power and authority within the organization. They communicate directly with the leaders of the world. Members of the association directly vote in the chairperson.
- Vice Chairman: The second highest ranking member of the Hunter Association, even higher than the staff advisors. He or she is appointed directly by the chairman. If the chairman seat is vacated, they gain power and authority of the chairman until the next election.
- The Staff advisors assist the Chairman and Vice Chairman in various matters that are not detailed in the Bylaws. The Chairman appoints them and the Chairman can give them additional powers when needed. Although, even after a new chairman is appointed, the members tend to keep their positions. The staff advisor numbers various from Chairman to Chairman, sometimes it is 11, and sometimes it is only five. They’re also known as the Zodiacs.

Bylaws
- Hunters must always be on the hunt for something.
- Hunters must have a minimal understanding of martial arts. This includes learning Nen.
- Once a Hunter is licensed, that license cannot be revoked for any reason. However, a license will not be reissued for any reason.
- Hunters shall not target other Hunters unless they commit heinous crimes.
- One star is given to a Hunter who produces remarkable achievements in a particular field.
- Two stars are given to a Hunter who fulfills the Five Articles, holds an official position and has mentored a junior Hunter who is awarded a star.
- Three stars are given to a Hunter who fulfills the Six Articles and produces remarkable achievements in multiple fields.
- The chief executive of the Hunter Association must earn the confidence of a majority of his colleagues. When the position of chairman is vacated, the vote to elect the next chairman must be conducted at once, and deputy power is given to the vice-chairman in the meantime.
- The authority to decide on a method to select new members is given to the chairman. However, to significantly change the existing methods requires the confidence of a majority of colleagues.
- Any matter not mentioned here will be decided in a cabinet consisting of the chairman, vice-chairman and staff advisers. The chairman has the authority to select the vice-chairman and staff.
