Overview
An organization best expressed as the “opposite” to the Hunter Association, the Nen-Hunters work to eliminate individuals with Nen abilities and keep regular society safe from their “threat”. They’ve been developing illegal technology to accomplish this goal, capable of disrupting and even killing Nen Users. While they mostly hunt down dangerous Nen Users like Rogue Hunters, they are not opposed to harming “innocent” Nen Users if they are spotted doing anything that could prove to be troublesome for society.

Headquarters:Zaban City, Kukan'Yu Kingdom
History:
Formed by the union of an underground black-market technology organization and a group of old Hunters that became disgusted by the destructive actions of those that used their Nen for evil as well as what the Hunter Association was becoming, they sought to provide an elite few as a type of “Secret Police” against the very real danger that Nen-capable indivudals posed to normal society. While they are against Nen as a whole due to the potential for destructive actions against society and humanity itself, they keep a few experienced Hunters around for training recruits and Research & Development purposes, as well as documenting their teachings and knowledge in extensive detail for future generations of inductees. They fused the basic fundamentals of Nen with black market technology to combat it, seeing their methods as a means to an end.Profession:
Nen-Hunters, as the name implies, are to hunt down Nen Users (with the exception of any such individuals that are a part of the organization), especially any Hunters that have committed heinous crimes or have otherwise endangered society through reckless displays of Nen ability.Ranking:
- Head Council: The leading group of the Nen-Hunters, composed of 5 select individuals. They make all the decisions about the organization, who to recruit, who to mark, all other manner of important decisions that go on behind the scenes. They are all powerful former Hunters and prominent figures in the network of underground organizations.
- Elite Officers:Nen-Hunters that have proved their worth, often augmented with a full suite of devices to hunt down Nen Users. They’re each a force to be reckoned with, comparable to a two or three star Hunter. Most of them are also on the R&D team, working to improve their armaments, and are in charge of training newly-initiated members in the basic use of their Nen-Hunter Combat Units.
- Nen Instructors:While most of the Nen Instructors are also seated in the Head Council, there are a few newer generation Hunters that have caught wind of the organization and find themselves aligned with the same goals, having been put through a rigorous screening process to find and execute any individuals that could do harm to the organization. These Instructors are in charge of providing newly-initiated members with proper Nen training and combat training against those they are required to hunt.
- R&D:In charge of developing new armaments for the organization, they work tirelessly to improve upon their designs with the guidance of Nen Instructors and Elite Officers.
- Nen-Hunter Soldiers:The main force of the organization, all members of this group are given one Nen-Hunter Combat Unit and provided with permanent lodging and three free meals a day, as well as rigorous training in both Nen control and the use of their Combat Unit and any attachments they acquire.

- Nen-Hunters are to avoid directly interfering with regular society by engaging Nen Users within broad daylight or within highly-populated areas.
